Sir:-

I am directed by the Board of Trade to advert to

your letter No.38463 of the 23rd October, transmitting

copy of a despatch from His Majesty's Chargé d'Affaires

at Tokio on the subject of the proposed alterations in

the sugar consumption tax.

In regard thereto I am to state, for the informa-

tion of the Secretary of State for Foreign Affairs,

that the Board, as at present advised, see no occasion

for any action by His Majesty's Government in this

matter; but they would suggest, for Sir E. Grey's con-

sideration, that the views on this subject of the

Goverment of Hong Kong might be obtained with advan-
